T.C.C.F. vas founded on 29 June 1996 in Turkey as a Non-Govermental Organization in order to serve purposes described below .
T.C.C.F. has been carrying out activities for one year especially regarding human rights infringement suffered by
Iraqi Turkomans, and thus has filled a significant gap. The actions taken and the reports based on the documents
prepared by the Foundation have shed light on the studies done by many multinational organizations, including the
U.N. and have served as a of their reports. The human rights infringements suffered by Iraqi Turkomans have been
contained in international reports and documents.
SCOPE OF T.C.C.F. :
- In the field of human rights :
- a.To carry out studies on cultural, educational and other minority
rights of Turkoman communities and other minorities living in Iraq as well as in the Middle East, Central Asia and the Balkans;
to carry such issues to international platforms and assemblies, and to seek support in these areans;
- b.To investigate
and determine the practices of human rights throughout the region and the world; to take acion in order to improve the living
conditions of people arrested, condemned and detained, to perform scientific research and surveys and to prepare reports
pertaining to the issue; to support such reports with evidence; to present such reports and documents to international agencies
and organizations concerned; to draw such issues to the attention of public ipinion, goverments and parliaments. In order to
prevent human rights infringements: to expend effort throughout the region and the world before international organizations
and governments concerned; to convince them to impose sanctions. Upon receipt of required permits, to organize symposia,
panels, exhibitions, conferences, meetings and demonstrations on the issue, or to take part in activities which serve the
aforementioned purposes. To act as an observer of human rights on behald of the United Nations and other international
human rights agencies;
- c.To build camps and dormitories and to support those built or to be built in order to provide
accommodation for refugees, immigrants and asylumseekers; to carry out studies in order to meet their social, economic and
cultural needs; to cooperate with those organizations serving the same purpose; to make studies on refugees and their problems;
to inform the public opinion on such issues through the mass media in order to ensure a better understanding and to produce
solutions; and to gain support;
- d.To spread the culture or democracy, to improve the level of social life and to
develop the social structure: To carry out related studies to this end, to perform public opinion surveys; to make use of or to ensure
the support of the mass media in order to inform the public poinion ;
- In the field of human aid : Regardless of any difference of religion, language, race, color, political view,
belief and sect, throughout the world within the framework of legislation :
- a.To aid the disaster-stricken in
natural disasters, drougts and wars; to arrange aid campaigns in kind and in cash inland or abroad for the same purposes upon r
eceipt of the required permits; to offer to the needy hygienic and medical helps; to open health centers, polyclinics, all kinds of
treatment organizations, day-care centers, kindergartens and creches and to construct, maintain and administer the same; to
supply the tools, equipment and furniture needed by these facilities; to assit public and private organizations offering public
services in such fields; to aid in kind and in cash, both inland and abroad, the disabled, widows, orphans, the needy and
the poor; to cooperate with those organizations carrying out activities to such end; upon receipt of the required permits to
arrange aid campaigns inland and abroad to such end;
- b.To struggle against underdevelopment; to aid the i
nhabitants of underdeveloped regions in their subsistence; and to prepare and implement feasibility reports and projects to
this end and to provide the necessary funding. To arrange skill training courses in order to ensure that the locals subsist on their
own means. To open or assit in opening of, to contribute to or to act as an intermediary for tailor's, clothing and textile workshops.
To supply the requisite means for manufacturing. To supply the necessary means, raw materials, products, fertilizer, seeds,
chemicals, et cetera, in order to ensure the agricultural and industrial developlent of the region. To offer infrastructural services
such as roads, water, electricity and sewerage, and to supply or act as an intermediary for the supply of the required equipment
and materials. To carry out research to ensure regional development. To prepare statiscial reports and surveys. To explore, and
discover the region's underground and surface resources, and to provide all kinds of support for researchers involved in such.
To take action or act as an intermediary before persons. Agencies or organizations in order to ensure their support and asistance
with regard to the foregoing.
- In fields of culture, art and education
- a.To take actions to ensure the continuance, evolution
, safeguarding and expansion through various means of thought, culture, language and art; to organize agencies inland and
abroad to this end, and to participate in or assit existing agencies; to build and run culture and art centres, social facilities, guest
houses, sports, music and conference halls and other buildings and facilities to satisfy such needs as rest, sports atr, music and
other fields of culture; to assit and support the agencies and organizations offering services inland and abroad to this end; to
restore and furnish mosques mosque complexes, caravansaries and various kinds of historical structures, buildings monuments
and works; to take such measures and assistance and encouragement as to enhance the experience and knowledge of young
people or to develop art; to arrange contests in the fields of thought, culture and art, to offer prizes, to organize exhibitions, panels,
conferences and congresses, to arrange tours inland and abroad. To print books and issue all kinds of publications to this end; to
establish and run all kinds of facilities and companies in order to issue, print, distribute and sell newspapers, magazines and similar
periodicals, or to participate in the same; to supply assistance in kind and in cash to those agencies carrying out activities inland
and abroad to such end, or to organize aid and act as an intermediary inland or abroad for assisting such agencies;

In order to meet the demand each and every stage of education, to construct, furnish and run schools, dormitories, student
centers, libraries and course centers; to give all kinds of assistance to those students studying at each stage of education for
learning, specialization, doctoral studies, language acquisition, enhancing their experience and knowledge, or for pursuing
scientific, intellectual and artistic activities; to award scholarships to such students; and to assit such students in their
accommodation and subsistence.
